3.1 Provided SSC-Charleston engineering, technical and management analysis services in support of the Common Information Warfare Exploit Sensor (CIWES) initiative which developed a common R&D architecture across various Cryptologic programs managed at SPAWAR, including Joint Program Office/Cooperative Logistics Support Upgrade (JPO/COBLU) Phase 1, Ship Signal Exploitation Equipment (SSEE) Increment D, Combat Direction Finding (DF), Cryptologic Unified Build (CUB), and Battle Group Passive Horizon Extension System (BGPHES).

3.2 Provided SSC-Charleston systems engineering and integration support for SSN 688 Class submarine hardware which included AN/UYK-108A, Submarine Message Buffer (SMB), AN/UGC-136CX Teletypewriter, OK-261A/BRC Antenna Switching Group, and SA-2626/BR Switching Unit. Supported the ISEA to ensure compatibility of all elements that make up a single system and identified interface requirements external to the system.  These functions included requirements to identify and ensure systems, subsystems, equipment, and computer programs compatibility; document external interfaces throughout the system life; advise of interface problems with recommended solutions; monitor system tolerances and error budgets for all elements of the system; support the Technical Direction Agent (TDA), and participate in system tests to demonstrate or assess system performance, safety, operability, R&M, and Combat Systems Operations Sequencing System (CSOSS); and review ECPs for their impact on interfaces.

3.4 Performed prefabrication and production assembly completion of AV-8 Consolidated Automated Support System (CASS) for NADEP Activities which consisted of manufacture/production of fleet augment spares for the AV-8B CASS Operational Test Program Sets (OTPS) products; manufacture/production of fleet Engineering Change Proposal (ECP) retrofit kits for AV-8B CASS OTPS products (OTPS Spacers and OTPS-13 Adapters); and manufactured/production of prototype hardware for H-60 CASS OTPS products (interface device, holding fixture and card guides).

3.5 Supported Allied Command Atlantic (ACLANT) System Support Center (ASSC) Maritime Command and Control Information System (MCCIS) Test Bed and Training Facility Reconfiguration Project. Performed Program Management Support, System Design Documentation, Acquisition Engineering Support, Documentation Development and Maintenance, and Installation.

3.9 Provided SSC-Charleston system safety and maintenance engineering support for all cognizant Submarine Integrated Communication Systems (ICS), Base Band Switch (BBS) systems and equipment. Maintained and updated system safety and maintenance concepts, tasks and criteria during the equipment/system life cycle and provided technical support for field changes and ECPs to improve safety, system reliability, and maintainability.

3.10 Established and maintained a current, standardized configuration management (CM) program for Los Angeles Class Submarine External Communication System (ECS) for successful deployment and support of AN/BRC-7 Baseband Switch (BBS) System; AN/UYK-108A Submarine Message Buffer (SMB); AN/UGC-136CX Teletypewriter; OK-261A/BRC Antenna Switching Group; SA-2626/BR Switching Unit; and the Harris Universal Imaging Transmission System (HUITS).

3.12 Performed Systems Engineering and Installation Support at Atlantic Command CIS Operations Facility. Project relocated, reconfigured and upgraded the existing ACLANT Network and Communications Facilities in Bldg NH-95 and established a CIS Operations facility fully capable of supporting state-of-the-art Networks, Network Operations, Information Operations, Network Performance Monitoring, Testing and Evaluation, and transition of new technology products into the Automated Information Systems (AIS) Management.  The new facility was made capable of supporting current Network Operation requirements on a highly reliable basis and achieving a projected reduction in staff personnel. 

3.18 Performed training services for the AN/USQ-148(V) SCI ADNS System and related C4I systems aboard the USS George Washington Battle Group which included conducting Electronic Technician Training, developing and maintaining training schedules, preparing training material relevant to the associated software segments, evaluating technical manuals and system manuals, providing input for updating operational manuals, monitoring the adequacy of system/technical documentation being developed, and evaluating and recommending solutions to resolve deficiencies.

3.20 Provided Program Support to the SSC-Charleston Tri-Service Infrastructure Management Office (TIMPO) Project Management Office (PMO) to assist in the procurement/ upgrade of TIMPO Local Area Network (LAN) Military Health System (MHS) Information Technology (IT) requirements. These activities included but were not limited to design support, infrastructure installation, network equipment configuration and installation, technical support, and drafting support.

3.3 Employed modeling tools for NTIRA (e.g., Rational Rose) to create designs using the Unified Modeling Language (UML). Modeling using UML provided a method by which the problem was broken down and described using standard diagrams that illustrate user interactions and interfaces (use cases), components and their methods and attributes (class diagrams), interactions between components (collaboration diagrams), and relative timelines (sequence diagrams). These standardized diagrams formed the basis for developing component requirements and designs. When necessary, developed customized simulations to address design decisions not easily addressed using existing modeling tools.

3.6 Maintain the Classic Troll systems located at CDSA Dam Neck which includes performing software engineering, software installation, software testing, software qualification and verification, establishing, controling and maintaining a software maintenance file for each software unit, making revisions to software, performing all necessary retesting and updating of software maintenance files, maintaining software configuration management documentation, and developing new manuals based on program  needs. Required to be proficient in all programming languages and applications associated with the CLASSIC TROLL system, including C, Motif, X Windows and Perl.

3.7 Provided Reliability and Maintainability Support for BGPHES and TRDF Systems. PMS was developed and reviewed. MRCs and MIPs were developed and reviewed. Provided reliability and maintainability input to government development specifications (i.e., systems A-specifications, etc.) to support the systems and equipment Inherent Availability (Ai) threshold design requirements.

3.8 Performed independent test of hardware developed by other contractors or government agencies in accordance with approved test plans, specifications and procedures. Prepared reports on measured test results, identifying deficiencies in required operating capabilities and common human engineering aspects. Recommend solutions and alternatives to improve operational capabilities and to correct human engineering deficiencies consistent with C4I common architecture objectives and Year 2000 guidance.

3.11 Provided Quality Control in conformance with the requirements of the contract and each individual DO. CPARs evaluation for “Quality of Product or Service” was Exceptional with a “+” Trend. The CPAR documented that “Products and services provided met or exceeded the specifications and requirements of this contract and the commonly acceptable technical professional standards and practices.” The Program Manager was responsible for implementing and monitoring the Centurum Single Quality Management System (SQMS) which is based on ISO 9001 and is documented in the company’s Single Quality Management System Manual (TDS-QM1-000) and lower tier SQMS documentation. Implementation of these policies ensures that Centurum consistently meets the quality and performance requirements of customers in a timely and cost-effective manner. Since October 2000, when Centurum’s SQMS was accepted, Centurum has been a NAVSEA approved AIT contractor with a system that meets the requirement of NSTS 9090-310C.

3.15 Provided support services to conduct Combat Direction Finding (CDF) post-installation, pre-calibration groom onboard USS Saipan (LHA 4) and USS Nassau (LHA 2) followed by providing technical support services in the execution of full system calibration onboard LHA 4 and LHA 2. Participated in SOVT and other system calibrations as directed for CDF and Transportable Radio Direction Finding (TRDF) programs.

3.13 Provided engineering technical services, including management support, systems engineering, and design necessary to install an AN/SLQ-32 (V) 5 system onboard the Bahrain Defense Force (BDF) Ship Sabha FFG 90 (Ex - USS Jack Williams, FFG-24). Project included accomplishing an in-country design shipcheck, preparation of a ShipAlt Record, development of a Ship Installation Drawing package, and preparation of a list of all services required to accomplish the ShipAlt including removal and disposal of existing equipment. Served in the role of production superintendent for the alteration installation in ASRY Shipyard in Manama, Bahrain and assisted in system check-out post installation. Disposition of shipboard materials removed was engineered and planned as part of the job, minimizing the impact to the job site and environment during production execution.

3.14 Assisted in the performance of system improvements onboard Navy ships and ashore repair facilities and provided assistance to NAVSHIPSO and other agencies to update and improve the processes and technologies used in program execution. Relevant tasks included providing support to assist the Aegis Test Development Director in the accomplishment of test procedure preparation/development, revisions/changes, and planning/scheduling; and reviewing applicable specifications and tests for equipment ancillary to Aegis requirements and provided test procedures for ShipAlts 370 and 902 for USS Mobile Bay (CG 53) and USS Lake Champlain (CG 57) Safety Analysis Reports.

3.16 Performed management and inventory support to SSC-Charleston to include tracking shipped and purchased project assets for several programs (e.g., ISNS, IMARSAT, GCCS-M, UHF SATCOM); packaging, receiving and shipping of communications systems to globally dispersed activities; preparing and executing procurement actions for materials and specialized support services; supplying logistical documentation and performing database support to include, database entry and maintenance of an accurate database of an active and inactive project assets; providing warehouse support; providing Casualty Report (CASREP) response support.

3.17 During availability of USS Vella Gulf (CG 72), provided all related logistics and supply functions which included: replaced the Gas Turbine Module Cooling Intake Flex Joints for both forward and aft engines; cleaned and tested the Main Reduction Gear and Gas Turbine Generator Lube Oil Coolers, replaced the SLQ-32 and SPY-1D Heat Exchangers; replaced Toxic Waste Dampers and performed system repairs; cleaned, repaired and tested distilling plants; cleaned and test four air coolers; repaired Waste Heat Boiler Cooler Chill Water Drain piping; repaired the Boat Handling and Stowage system; and provided deck preservation under two AFFF Proportioning Units.

3.19 During In-Plant Availability of USCGC Harriet Lane (WMEC 903): provided dry-docking services; performed preservation on numerous voids bilges and tanks, chain locker, the underwater hull, free board and transducer hull ring; removed both shafts and renewed shaft covering; removed, repaired and reinstalled Controllable Pitch propeller hubs; serviced both Onboard reinstalled Controllable Pitch propeller systems; overhauled stern tube seals; overhauled and tested numerous valves; renewed fin stabilizer seals and bearings; renewed fin shaft sleeves; overhauled anchors, anchor chain and hawse pipe; preserved freeboard; serviced rudder assemblies; overhauled starboard anchor windlass assembly; modified the stern tube seal cooling system; installed a new waste oil holding tank and associated piping; repaired oily water separator system; inspected and overhauled sea strainers; and provided cleaning and pumping services.

3.21 Provided MARMC Portsmouth engineering, technical, and administrative services to perform various assigned tasks to support their mission of ship fleet maintenance. Tasked to develop the process for the Mid-Atlantic Regional Library’s (MARTL) automated Technical Library maintenance System (TLMS). Company librarians serve as points-of-contact and are responsible for the distribution and coordination of Naval Ship’s Technical Manual (NSTM) Chapters and their associated changes using a multi-purpose computer system and a wide variety of software to accomplish these tasks. Librarians are also responsible for selecting publications and technical documentation to expand and improve the library as well as ordering, receiving, and cataloging all publications. Librarians coordinate and stage technical manuals and related documents for all ship availabilities for the private sector and government installations.
