VT Group to Consolidate U.S. Operations; Expands Global Capability Offerings and Enhances Flexible, Responsive Delivery

WASHINGTON, DC. – September 14, 2009 – VT Services, an industry leader in the delivery of customer-critical services to government agencies and U.S. arm of U.K.-based VT Group plc (VTG.L), today announced that it will be consolidating its U.S. operations which are comprised of VT Aepco, VT Griffin, and VT Milcom. Operating as one VT Group, the new organization will be based in Washington, DC with operating locations in Alpharetta, Georgia; Gaithersburg, Maryland; and Virginia Beach, Virginia.

The combined company will include 3,400 personnel based at more than 100 locations throughout the U.S. and serving in forward locations such as Afghanistan, Iraq, Kuwait, Africa and Guam. For 2008, total revenue for U.S. operations was approximately half a billion. Worldwide, VT Group plc has more than 12,000 employees and annual revenues approximately $1.5 billion.

Consolidation will enable customers served by any VT Group business unit to access service offerings from both the U.S. and U.K., as well as to take advantage of VT Group’s domestic U.S. locations and more than 100 international sites. At the same time, it will streamline the operations of three businesses into one, empowering on-site personnel and program managers to respond quickly and flexibly to customer requirements. The net result for government customers is access to broad, global service offerings with the speed and responsiveness of a small company.

For example, our customers currently use VT Group for a range of facility operations and maintenance, integrated logistics and depot-level management services. The consolidated organization will readily enable those customers to access VT Group’s range management operations, world-class training capabilities and industry-standard C4IT offerings through one VT Group organization.

“Government customers don’t need any more complexity or administrative burden from their contractors,” continued Dacquino. “They need simple, fast solutions that they can rely upon to complete the mission at hand.”

For investors, the consolidation will result in a leaner operating entity with improved opportunity to leverage capabilities. By shedding its former brands, one VT Group will strengthen operations and maximize efficiencies. At the same time, it will allow VT Group to bring new capabilities to existing, committed customers. The consolidation will enable VT Group to put the capabilities of the entire global company behind new contract capture, presenting the larger profile and wide service offerings needed to prime larger contracts.

Moving forward, VT Group’s operations will be focused on four market areas:

C4IT Integrated Solutions
VT Group provides systems integration and engineering solutions for C4IT systems and facilities infrastructure. The company is the premier installer and implementer of fleet C4ISR, submarine communications and shore-based C4IT systems, and it is currently the largest C4ISR Alteration Installation Team (AIT) contractor for the U.S. Navy. VT Group’s C4IT personnel – 70 percent of whom have secret clearances or higher – deliver flexible, innovative, and turnkey solutions to civilian and defense agencies worldwide.

Readiness and Logistics Support
VT Group works extensively with the armed forces and a limited number of commercial customers to help maintain readiness of key platforms. Beyond maintenance logs and inventory sheets, VT Group collaborates with the customer to determine operational requirements, and then continuously looks for ways to improve efficiency and effectiveness.

Supporting organizations with global operations requires world-class data management systems, in-depth training and – especially – a highly-skilled workforce. VT Group’s readiness and logistics teams are lean, highly responsive, and enthusiastic about the customers they serve.

David J. Dacquino Appointed CEO of VT Services

VT Services, an industry leader in defense logistics, communications and support services and U.S. arm of UK-based VT Group plc (VTG.L), is pleased to announce the appointment of David J. Dacquino to serve as Chief Executive Officer. 

VT Services Proxy Board Chairman Leonard Moodispaw commented:  “David brings a wealth of experience working with the U.S. Department of Defense in technical support services. His knowledge of the industry makes him an ideal choice to lead the further development of VT Services Inc., as we seek to strengthen our role as a major support provider to the DoD and other Government agencies.”  

With over 25 years experience in delivering services to the U.S. Government, Dacquino will focus on driving improved alignment between VT Services, its industry partners and U.S. Government agencies.  Dacquino will also look to enhance the current VT Services offerings in the U.S by harnessing VT Group’s considerable experience and expertise, gained from providing support services to governments in the UK and  worldwide over several decades.     

VT Services includes VT Aepco, a leading logistics firm delivering hands-on analytical, design and management support both domestically and internationally to Government and private sector clients; VT Griffin, a premier services provider to the military, government, and commercial sectors; and VT Milcom, which provides engineering design, fabrication, and installation of electronic and communication systems and equipment.

Prior to joining VT Services, Dacquino was the Vice President, leading Integrated Support Solutions (ISS) for Raytheon Technical Services Company LLC (RTSC), a wholly owned subsidiary of Raytheon Company.  RTSC provides technical, scientific and professional services for defense, federal and commercial customers worldwide.  He has nearly three decades of experience in the aeronautics, electronics and technical services industries, including Vice President and General Manager of Logistic Services for Lockheed Martin Aircraft & Logistics Centers. In this capacity, he had responsibility for over 3,500 personnel at 75 locations worldwide providing field teams, U.S. DoD base operations management and spare parts sales for military and commercial customers.

Dacquino holds a Bachelor of Science degree in aeronautical engineering technology from Arizona State University and a master’s degree in finance from California State University.  His professional designations include international certifications in management, purchasing, contracts, and production inventory management.  He is currently a member of the Board of Advisors of SOLE – the International Society of Logistics.  In addition, he serves on the Technical Operations Governing Council of the Aerospace Industries Association (AIA) and is a member of the Aerospace Advisory Council, Center for Executive Education, College of Business Administration, at the University of Tennessee.

MILCOM Systems Corporation acquired by VT Services Inc.

February 12, 2007. MILCOM Systems Corporation was acquired by Atlanta based, VT Services Inc – the US arm of British based shipbuilding and support services provider VT Group plc. The VT Group has 13,000 employees, revenues of 2 billion dollars, and operates at over 100 sites internationally. Primarily serving the federal government and the Department of Defense specifically, VT Services Inc currently provides base operations and logistics support services at installations throughout the country. With over 3,000 employees and annual revenues approaching $350 million, VT Services Inc offers VT Milcom a solid platform to continue to provide our customer the same high level of service in addition to a broader capabilities offering.

MILCOM a Team Partner in the Air Force's NETCENTS Program

MILCOM, as a subcontractor to Multimax, Inc., will participate in the Air Force’s $9 billion multi-award contract to provide Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS), Voice, Video and Data Communications COTS products, system solutions and systems hardware and software to satisfy the requirements for interoperability, compatibility, and resource sharing of both Government GFE and CFE, supporting the Global Information Grid (GIG) architecture.

NETCENTS was awarded to four large businesses and four small businesses in September 2004. Multimax, Inc., a small business, shares the ID/IQ contract which will be complete in 2009. This contract, Network-Centric Solutions (NETCENTS), is designed as a flexible end-user solution to embrace diverse current and future network-centric information technology requirements, ensure interoperability through standards-based technology (using both GFE and CFE) and implement the constant evolution of state-of-the-art technology and system solutions, supporting initiatives and programs such as the Defense Information System Network (DISN), Defense Switch Network (DSN), Defense Message System (DMS), Air Force System Network (AFSN) (Secret Internet Protocol Router Network - (SIPRNET), Non-Classified Internet Protocol Router Network - (NIPRNET)), Defense Research & Engineering Network (DREN), Global Command and Control System (GCCS), Global Combat Support System (GCSS) and Combat Information Transport Systems (CITS).

MILCOM a Team Partner in the Army's IMOD Program

MILCOM, as a subcontractor to Engineering and Professional Services, Inc. (EPS), will participate in the Army’s $4 billion Infrastructure Modernization program. IMOD, as the program is called, will update the fiber-optic cable and wireless communications lines at major Army bases and installations. IMOD integrates voice, data, cable plant and/or transmission products and services into a single, integrated communications system.

IMOD was awarded to eight large businesses and two small businesses in May 2006. EPS, a small business, shares the ID/IQ contract which covers a 10-year-period, including a five-year base period with one five-year option. IMOD will replace the Digital Switched Systems Modernization Program (DSSMP) contracts that expire in June 2007. DSSMP supplies telecommunications supplies and support to government and military agencies around the world, including switching and networking technologies, installation, and support services and logistics. MILCOM was also a DSSMP subcontractor to General Dynamics-Network Systems under the Quality Service Provider Program.

MILCOM Awarded GD-NS QSP Silver-Level Status for Inside and Outside Plant Services

MILCOM has been awarded General Dynamics-Network Systems Quality Service Provider (QSP) Program status for 2006. The QSP Program is a formal initiative by GD-NS to partner with companies that provide exceptional technical services in the highly specialized and diverse areas of: outside plant construction; inside plant premise wiring; voice switch engineering; and data networking.

MILCOM has been a QSP participant since 2002 and since that time has been awarded a continuous series of Gold and Silver level achievements for ISP and OSP work performed worldwide. MILCOM was selected under a rigorous set of standards which include technical and management expertise, resources, financial viability, and proven past performance.

MILCOM OPENS BICSI CERTIFIED FACILITY

MILCOM has established a licensed BICSI training center to provide Telecommunications Cabling Installation Training and Registration for Installer, Level 1; Installer, Level 2; and Technician categories. Our trainer(s) and teaching facility/lab are certified by BICSI. The training center, located in the Virginia Beach Corporate Office, provides us the opportunity to train and certify our employees, provide Continuing Education Units (CEU) to refresh learning, and staff jobs with trained and qualified employees thus ensuring quality workmanship to industry standards. Additionally:

  • The lab supports shipboard qualifications for connectorization, cableway, and other certifications to support our core business.
  • It is used to indoctrinate existing and new employees to increase our competitive position and profitability on existing work.
  • It is a marketing tool to add credibility to the company and as a discriminator in proposals.
  • We cross-train employees with additional skill sets to increase the ability to use them on a greater breadth of jobs ensuring job security and employee retention.
  • It helps to ensure the proper and consistent use of test equipment.
  • The facility creates a forum where vendors may provide "on-site" training specifically related to their products and industry specifications.
  • Extra-curricular training is conducted here on a technical and non-technical basis.
    The facility supports ISO training requirements.

Overview

Developed by VT Milcom Software Engineers to be used in the drafting of C4I IDPs/ICDs, AppliCADD™ is a software program that automates drafting with AutoCAD. AppliCADD™ enables drafters to import data from existing sources (i.e., spreadsheets, database tables, text files, etc.) and to rapidly convert that data into accurate, error-free, NAVSEA-compliant C4I installation drawings. Extracts and compares data from different AutoCAD drawing files to QA process.

Functionality

  • Generates complete LAN system block 'F-size' diagrams using design data input from external sources, such as database files or text files
  • Generates complete LAN system 'A-size' List of Connections, colored and annotated to industry and NAVSEA standards
  • Uses common source libraries for reusable symbols, objects, text styles, leaders, etc., that comply with technical drafting requirements
  • Complete library search paths used to efficiently organize design files into logical groups, easily customized to meet the needs of the users
  • Templates ensure compliance with Specs 9090-600, 9090-310, MIL-STD-100, DOD-1000 and SPAWAR standards for shipboard drawings
  • Allows users to 'batch-up' printing processes of multiple drawings and files
  • Uses standard Windows dialog boxes for entering drafting 'text'
  • Includes global replace function, font and pitch selection, renumeration, repagination, Stamp insertion/removal and Detail assignment
  • Has comprehensive on-line help for each process and routine
  • Enables batch processes for saving, printing, replacing, etc.
