WALT YOURSTONE - President
Walt Yourstone

Walter Yourstone is President of VT Milcom. Prior to his assignment in March 2008, Walt was the Senior Vice President and General Manager of the Navy, Marines, and Coast Guard Program Executive Office for VT Griffin, a $500 Million aerospace and defense operating segment of VT Group plc, employing over 4,000 employees in the United States across a wide array of government locations. In this position Walt was responsible for operations and business development for programs primarily supporting the Department of the Navy and the U.S. Coast Guard. Walt also served in various leadership positions on VT Griffin's Base Operating Support Services contract at the Naval Submarine Base, Kings Bay, GA.

Prior to joining VT Griffin in 2004, Walt served as a submarine warfare officer in the United States Navy for over 27 years. Highlights of his career include positions as Commanding Officer of USS OHIO (SSBN 726) (Gold), and Commanding Officer of Naval Submarine Base, Kings Bay, GA. Additionally, Walt was selected as a Senior Fellow on the Chief of Naval Operation's Strategic Studies Group in Newport, RI, responsible for long-range strategic planning for the U.S. Navy. Walt’s last military assignment was Executive Assistant for the Assistant Secretary of the Navy for Installations and Environment. Walt holds a Bachelor of Science degree in Ocean Engineering from the United States Naval Academy and a Master of Science degree in Engineering (Mechanical) from the University of Washington.

STU HARRIS – VP Business Development & Marketing
Stuart Harris

Stu joined VT Milcom in December 1985 as a Program Manager, was promoted to Director Business Development in 1987, and again as VP in 1999. He has a Bachelors Degree from DePauw University in Advertising and Psychology. Prior to joining VT Milcom, Stu had a distinguished military career as a Strategic Air Command B-52 pilot serving six years overseas on combat duty during the Vietnam War, was HQ SAC's Systems Acquisition Manager for the Boeing 747 National Emergency Airborne Command Post (E-4A), and retired in 1985 with his last assignment as US Air Force Liaison Officer to Commander-in-Chief Atlantic Fleet in Norfolk, VA.

During Stu's tenure at VT Milcom he has performed the full cycle of proposal development and marketing activities from planning and strategizing (RFP's) to best and final competitions. His hands-on leadership as capture manager, proposal manager and technical writer has produced dramatic growth in company revenues, and a superb win ratio in federal and civilian procurements bid with the total of all awarded contracts exceeding $ 2.5 Billion.

FRANK RICE – Chief Financial Officer
Frank Rice

Frank joined VT Milcom in May 2007 as the Chief Financial Officer. Frank holds a Bachelor of Business Administration degree in Accounting from Temple University’s School of Business. He also is a graduate of the General Electric Company Financial Management Program. Frank has over 22 years’ financial experience in the Aerospace and Defense industry with the RCA Corporation, General Electric Company, Martin Marietta Corporation and Lockheed Martin Corporation.

Prior to joining VT Milcom, Frank spent 12 years with the Lockheed Martin Corporation. He held a variety of management positions, most recently as the Director of Project Finance, for the Information and Technology Services business area, with focus on accounting, customer billing, contract closeouts, and project management. Frank also has extensive experience in Financial Planning and Analysis. His financial leadership experience will be important to the continued strategic growth of VT Milcom.

SAM GUTHRIE – Director, Operations

Sam Guthrie

Sam joined VT Milcom in January 2004 as the Contract Pricing and Proposal Manager, was promoted to General Manager of the Virginia Beach Division in May 2005, and assigned as Director of Operations in March 2007. Sam earned a Bachelor of Science degree in Business Administration with a concentration in Financial Management from Old Dominion University in 1987. Sam has over 18 years of Financial and Program Management experience in the aerospace and defense industry. During his time with VT Milcom Sam has been a key contributor to several successful contract efforts including the $500+M IDIQ US Navy Sea Enterprise award.

Prior to joining VT Milcom, Sam supported various NASA, US Air Force and US Army programs while employed with the Boeing Company. Sam’s international experience includes eight years Riyadh, Saudi Arabia where in his last position he was Program Manager responsible for the RSAF F-15 Technical Support Program, which included over 150 aircraft and more than 1,500 technical and administrative program personnel.

DEBORAH STRINGER – Director, Contracts
Deborah Stringer

Deborah worked in Washington DC until coming to VT Milcom seven years ago. She has 30 years of experience in Federal, State, international and private sector contracting. Deborah has been responsible for contracts in 78 countries and throughout the US and was awarded PSC’s Distinguished Service Award for her support in reducing USAID and the State Department’s contract procurement costs. She was selected to train the USG’s International Contracting Officers and industry on strategic cost reduction methodologies. Deborah was selected by the US Department of Treasury to rewrite the World Bank’s Loan Agreement and successfully lobbied Capitol Hill for various contract reforms. Deborah has served as a keynote speaker in DC and locally as a subject matter expert in various contract disciplines.

While at VT Milcom, Deborah has supported the successful award of $500M and $600M IDIQ contracts, spearheaded VT Milcom’s first successful CPSR and approval, its ISO contract certifications, achieved a superior rating for Small Business utilization and initiated and continues company-wide training in strategic contract requirements.

ROLANDO SANTIAGO – Director, Supply Chain and Facilities Management
Rolando Santiago

Rolando joined VT Milcom in January 2005 as the Director of Supply Chain and Facilities Management. He holds a Bachelor of Science degree in Business Administration from Inter American University and a Master of Science degree in Acquisition and Contracting Management from the Naval Postgraduate School.

Rolando came to VT Milcom after a distinguished career in the Navy where he gained over 20 years of supply chain management and government contracting experience and held leadership positions at the Commander level.

DAVID STALEY – Director, Human Resources
David Staley

David joined VT Milcom in March, 2008 as Director of Human Resources.  His top priority is to lead the development of HR initiatives which will facilitate profitable, long-term growth for VT Milcom.     

With more than twenty five years of experience as an HR executive, David has a proven track record of success in our industry and others.  His prior employment with Computer Dynamics and AMSEC provided him with an excellent working knowledge of DOD government contracting.  David has also been exposed to the best practices of other industries based on his work in manufacturing with Stewart Sandwiches, group insurance with CIGNA and USI, and customer service with Nextel Communications and Canon Information Technology Services.  While David has been based in Hampton Roads for the vast majority of his career, he has helped attract and retain top talent in all of the locations in which VT Milcom now operates.    

David is an active member of the Society of Human Resources Management and is certified as a Senior Professional in Human Resources.  He is a past president and has held numerous other board positions with the Hampton Roads Chapter of SHRM. 

A lifelong resident of Hampton Roads, David obtained an MA in Public Administration/Human Resources Management and BA in Political Science/Public Administration, Magna Cum Laude, from Old Dominion University.

KATHY PAGE – Controller
Kathy Page

Kathy joined VT Milcom in December 1984. Kathy has a Bachelor of Science degree in Finance and Accounting. She is a graduate of Virginia Tech University and attended Old Dominion University.

Kathy has over 20 years experience working in the government contracting industry. She was hired by VT Milcom as a Staff Accountant, promoted to Assistant Controller in 1987, then to Controller in 2003 and was acting CFO from November 2005 to May 2007. Prior to joining VT Milcom, Kathy worked in the mortgage industry.

STEVE BASKERVILLE – Chief Information Officer
David Staley

Steve joined VT Milcom in March 2008 as the Chief Information Officer. Steve holds a Bachelor of Science degree in Computer Science, Systems Software from Old Dominion University.  Steve has over 25 years of hands-on experience in all phases of IT including systems analysis, planning, development, and support.

Prior to joining VT Milcom, Steve spent the last 19 years as the IT Director for Spirit Cruises, LLC, the world’s largest harbor cruise entertainment company. Spirit is formerly a subsidiary of Sodexho, a worldwide food and management services company.  During his time with Spirit he built a sophisticated Information Systems infrastructure and data warehouse, based on Oracle tied together with Cisco networking and Voice over IP (VoIP) technology.

In 2005, Steve received the Technical Achievement Award from Sodexho North America for his work on implementing the VoIP solution for the Spirit division.  Steve was also part of the Sodexho worldwide Innovation Forum in 2005 highlighting his implementation of an integrated Customer Relationship Management (CRM) system.

His leadership experience as a member of the general management team and proven ability to manage and implement complex processes will contribute to the strategic growth and profitability of VT Milcom.

MARC CRANE– Manager, Virginia Beach, VA Division

Marc joined VT Milcom in November 1993 as an Electronics Technician. He advanced through various technical and leadership positions and was promoted to the position of Shipboard Installation Department Manager in 1998. Marc served as both Shipboard Installation Manager and Interim General Manager of the Virginia Beach Division from August 2003 to May 2005.

Prior to joining VT Milcom, Marc served in the US Navy as an Electronics Technician from 1985 to 1993 working on RADAR, Communication, Navigation, and Cryptographic systems. His technical and leadership experience has allowed him to be a key contributor to successful contract proposal efforts including the SPAWAR Integrated Installation Contract and the $500+M IDIQ US Navy Sea Enterprise Contract.

SCOTT BOHMAN – Manager, Charleston, SC Division

Scott joined VT Milcom in June 2002 as a Program Manager and was promoted to General Manager in July 2003. Scott has a Bachelor of Science degree in Industrial Engineering from Oregon State University and a Masters degree in Mechanical Engineering from the US Naval Postgraduate School. Scott is also a registered Project Management Professional (PMP).

Prior to joining VT Milcom, Scott completed a multi-faceted 26 year career in the US Navy where he served on board ships, submarines, and at shipyards as an Engineering Duty Officer. His final assignment was as C4I Battle Force Officer at the Space and Naval Warfare Systems Center in Charleston.

MIKE KELLY – Manager, Pensacola, FL Division

Mike joined VT Milcom in October 1984 and was selected as General Manager in August 1992. Mike holds an Associate of Science and Arts degree in Electronic Engineering Technology and Engineering. Mike is a Registered Communication Distribution Designer (RCDD) and a master electrician holding licenses in MS, GA, FL, and AL.

Prior to joining VT Milcom, Mike served in the US Navy as an Electronic Technician from 1977 to 1984 working on cryptographic, navigational, and air traffic equipment for submarine, surface ship and Naval Air Stations. Mike’s background and experience has lead to Pensacola Division’s extensive growth in government and commercial markets.

MICHAEL BLOUNT – Manager, Jacksonville, FL Division

Michael joined VT Milcom in October 1992 shortly after serving an honorable tour in the US Navy. Michael is a Registered Communications Distribution Designer (RCDD), a registered Project Management Professional (PMP), a graduate of the Electrical Project Management Program at Purdue University, and holds numerous other industry related credentials.

During his tenure at VT Milcom, Michael has served in a variety of technical and managerial capacities supporting both continental US and international tasking. Michael was selected as General Manager in 2001 and has been instrumental in growing the business in the Jacksonville/Mayport government and commercial markets.

BRIAN UPTHEGROVE – Manager, San Diego, CA Division

Brian joined VT Milcom in February 1995, establishing the San Diego Division. Brian earned an Associates of Arts degree in Business Management from the University of Phoenix and is currently working toward his Bachelors of Science degree in Business Administration and Information Systems.

Brian was honorably discharged from the US Navy after serving six years in the advanced electronics fields on various commands. He joined VT Milcom during the initial opening of the San Diego division as an entry level technician. Brian advanced through positions as Task Leader, Engineering Technician, was promoted to Project Manager in 2000, and assumed General Manager for the San Diego and Hawaii divisions in June 2005. Brian brings a wealth of technical and engineering experience in C4ISR Systems in addition to management and administrative knowledge with a keen focus on goal oriented success.

RANDY WILLIAMS – Manager, Chesapeake, VA Fabrication Facility
Randy joined VT Milcom in July 1990. Over the course of his tenure he has grown in position of responsibility equal to the growth of the manufacturing plant that he now manages. He has over 20 years experience in design and fabrication of precision sheet metal products, and manufacturing processes and 15 years experience in leadership management.
GREG MILLER – Program Manager, Sea Enterprise Installation Contract

Greg joined VT Milcom in 1985 as a Design Technician. In 1986 he moved to the position of Submarine Department Head. In this position he expanded the department from a fledgling group of 15 people to a cohesive team of over 100 engineering, design, and installation personnel. In 2001 Greg established a Program Management Office to administer an enterprise wide contract team that included all East Coast VT Milcom operating divisions and over 20 subcontractors. In 2006 he was named Program Manager for the Sea Enterprise contract.

Previous to joining VT Milcom, Greg served eight years in the US Navy. After graduation from the US Naval Nuclear Power training program he spent three years as an instructor at the S5G prototype in Idaho Falls, ID and then made six Nuclear Deterrent Patrols onboard the submarine, USS James Madison. Upon leaving the US Navy, Greg joined NDI Engineering as a Technical Writer and rose to the position of Design Department Head.
